🪧 Retro-registration 2026-06-09 — Epic A of Need CVN-N001 (F1 mission), the foundation phase. It had no epic doc and was never tracked in OpenProject; reconstructed from the
α/β/δPR sequence on the mission issue. This is a thin descriptor stub (per the SSoT convention — work lives in PRs + OpenProject, ADR-69).

Objective¶
The foundational infrastructure for the binary F1 mission (#608): make the splits leakage-safe (label embargo) and switch the HPO objective to f1_binary. This is the substrate the envelope (EC), feature-ablation (ED) and boost (EE) epics all assume. (The ThresholdCalibrator is its own Epic — CVN-N001-EB.)
